Every country requires different forms and documents for their dossiers. Some require more than others. Regardless of the country requirements, dossier preparation can be stressful, overwhelming, and endless.

Dossier preparation isn’t just about the papers—it’s about the process. As much as you hope for a smooth dossier process, problems can arise that lead to delays and more delays:

  • Countries can close down adoptions.
  • Approval can be delayed by the USCIS.
  • Dossiers can get lost in the embassy.

Fear and frustration levels rise and hope seems to dwindle. This is the very time you need a paperwork birth coach—someone who understands the rules, has walked the walk, can offer advice, and make you believe you can get through the process when it all feels too overwhelming.

Birth by Paperwork: The Parents’ Advocate

The baby you want to adopt has many advocates: the birth country, the adoption agency, and the home study social worker. But is there anyone advocating for you? Someone to stand in your corner and help you keep the process moving?

Birth by Paperwork is your advocate. We’ll help coach you through the process, offer advice, and provide encouragement so you can stay focused on creating the family of your dreams.

Dossier Preparation and Authentication Fee:

  • $400 Adoptive Couples
  • $350 Adoptive Singles

What’s included: Obtain certifications and authentication, as required, from county, state, and U.S. entities; obtain authentication from your adoption country’s consulate/embassy; assemble your photos for dossier submission, if you request; obtain birth, marriage and/or divorce certificates as needed (or provide instructions and support to help you secure the documents if regulations restrict third-party access); assistance with obtaining documents that can only be obtained by you; thorough review of documents for accuracy; confirm document accuracy with adoption agency; scan and email a copy of your completed dossier to both you and your agency.

What’s not included: Fees associated with obtaining birth, marriage, and divorce certificates; fees charged for authentications by county, state, or federal offices; fees charged by foreign embassies or consulates; postal/express mail service associated with your dossier; courier service; photocopies; any additional fees or costs associated with dossier preparation not specified as included above. Fee may be higher if adoptive parents live outside the US.

Stages of Adoption

It’s impossible to predict how long international adoption will take. But there are certain stages all adoptive parents go through along the way.


First Trimester: The home study
Document gathering begins as you prepare for your assessment by the home study social worker.
Second Trimester: Dossier preparation and certification
You quickly become friendly with your Notary. More document gathering and certification for approval by USCIS. Paperwork must be perfect.
Third Trimester: Authentication by the adoption country
Certified documents and USCIS approval are sent to your adoption country’s embassy or consulate for authentication.
